Retarget the people who actually bought
Short answer: the audience you retarget is usually built from what a browser remembered, which means it is missing the people whose browsers forgot, and it includes people who never bought. An audience built from your actual orders is a different list, and it is the one worth spending on.
What a browser-built audience actually contains
Standard retargeting audiences are assembled from pixel activity. That sounds precise and is not, for reasons that have nothing to do with your setup:
- People who blocked or declined tracking are absent. They visited, they may have bought, and the audience has never heard of them.
- Short cookie lifetimes drop the rest. Someone who bought five weeks ago can be gone from a list you believe covers ninety days.
- Browsers and devices fragment one person into several. Phone and laptop are two members of your audience, both partial.
So the list you are paying to reach is skewed toward whoever was easiest to track, which is not the same as whoever is most likely to buy again.
The list you actually want
Your customers. Not visitors, not sessions, and not whoever a cookie survived on. People with a real order in your own records.
That list has a property the browser-built one never will: it is complete regardless of what any browser decided, because it comes from your orders rather than from tracking.

Three ways to use it that beat a plain retargeting list
- Exclude recent buyers. Somebody who bought yesterday does not need the ad that sells them the same thing. Excluding them is often a bigger saving than any bid change.
- Build a lookalike from real buyers. A lookalike is only as good as its seed. Seeded on confirmed customers rather than page visitors, it is looking for the right pattern.
- Separate one-time from repeat buyers. Those two groups deserve different messages, and the difference is visible in orders while being invisible to a pixel.
